Opposition Forum for Democratic Change FDC says it has no mandate to bar the four time presidential candidate Rtd Col. Dr. Kiiza Besigye Kifeefe from contesting for the party presidential flag bearer come 2021 in the general elections.
This has been revealed by the party deputy publicist Hon Paul Mwiru while responding to a question about the talk that the country lacks leaders since the presidential race is always between Besigye and Museveni.
Mwiru said that the party constitution allows any member to contest for the party flag bearer for as many times as he/she wishes and it vests the powers in the delegates to either vote for him or not or the candidate himself to take a decision not to contest.
He further clarified that the constitution only bars a candidate from contesting for the party presidency once he serves for two terms but not flag bearer.
“The party can only take a decision through delegates by voting against him or it’s upon him to take a decision not contest but the constitution permits him to contest for as many times as he wishes for the flag bearership but not party president.
However the difference between Besigye and Museveni is that museveni holds an office while Besigye doesn’t” said Mwiru
Mwiru refutes assertions that Nandala Mafabi and Mugisha Muntu have picked nomination forms.
Mwiru also refuted assertions that the party secretary general Hon Nathan Nandala Mafabi picked nomination forms for the party presidential race through his supporter Joel Kabali who also happens to be the FDC secretary for communication and publicity in lubaga division last Thursday.
Mwiru to that effect exhibited a letter from Nandala Mafabi to the Chief electoral commissioner were he stated that he has not sent any person to pick the nomination forms on his behalf as reported in the media.
“I have not sent any one to pick nomination forms on my behalf as its reported today July 18,2017
However if am to send someone I will send an email introducing him/her to your office” read the letter
He also added that the party president who stepped aside Maj. Gen. Gregory Mugisha Muntu has also not yet picked the nomination forms.
The five people who have so far picked the nomination forms include Hon. Patrick Amuriate Oboi, Moses Byamugisha, Dan Matsiiko, Hon. Mubarack Munyagwa and Lukubura Moses
They are required to deposit five millions shillings, collect signatures seconding them and Fulfill the academic requirements before returning the same forms between 10-12th August this year.
