This has been revealed by the ministry’s permanent Secretary Bagiire Vincent Waiswa who saod that high costs are caused by the duplication of connection channels like fibre and masts were they already exist making the capital expenditure high.
He said that policy will avert and prohibit new infrastructure were it already exist thus all the Telecom operators will be required to tap from the same infrastructure as opposed to each setting  up it’s own  which makes the capital expenditure so high hence shifting the burden to consumers.
