Many politicians especially from the opposition and other actors in the city, jubilated when the former Kampala Capital City Authority Executive Director Jennifer Musisi Ssemakula resigned and hoped for the smooth execution of duties in the city. However, things are becoming sour each day, as the authority is highly indebted, accounts freed due to court orders resulting from illegal transactions and failure to make appropriate accountability allegedly by the former ED.
This revelation has been made by the authority principal, His Worship Hajji Ssalongo Erias Lukwago before the media at his city hall office on Wednesday Morning.
Lukwago said that, he has been shocked after reviewing orders from court asking to block all accounts of the authority due to failure to account for some moneys especially from the Africa Development Bank ADB misallocation of resources for specific projects.
He has also told the media that, they have tried on several occasions to summon the authority legal directors, but whoever is called upon to account for all these courts and misappropriation of funds and projects resigns.
Lukwago has warned them, that though they can run, they will never hide away from the long hand of the law.
“Our accounts have been frozen due to heavy debts arising from garnishee orders, illegally expelled workers, court costs among other issues and we tried to summon relevant directors including Mr. Charles Ouma head legal resigned, the same way Jennifer Musisi Ssemakula did” Lukwago has told the media.
“However much you resign and try to run away from our accountability summons, we shall legally hunt for and get you whenever you are” Lukwago has warned.
He has further rushed at how Minister Betty Olive Kamya together with the executive approved and renewed the contract of the solid waste management without following the council resolutions.
Lord Mayor has also revealed that, the council has summoned the district land board for interrogation on matters related to land mismanagement in the city and that according to the reports at his desk, several have cases to answer and once proven guilty, will be punished accordingly.
