President museveni has appointed Lady Justice Catherine Bamugemereire to head the judicial commission of inquiry into lands, housing and urban development ministry.
Others appointed on the commission include Robert Ssebunya, Mary Oduka Achan, Joyce Abasa, Dr. Rose Nakayi, Hon. Freddie Ruhindi and George Bagonza Tinkamayire.
The Commission shall also be assisted by Mrs Olive Karazawe as the Secretary, Dr Douglas Singiza as the Assistant Secretary Research, Mr Ebert Byenkya as the Lead Counsel and Mr John Bosco Rujagaata Suuza as the Co-Lead Counsel.
among several other tasks the commission will investigate and inquire into the law processes and procedures by which land is administered, the role and effectiveness of the Uganda Land Commission (ULC) in administering public land and the Land Fund, effectiveness of the relevant bodies in the preservation of wetlands, forests and game reserves and solicit views on the role of traditional, cultural and religious institutions who own large tracts of land with occupants in a bid to enhance better landlord/tenant relationships and legal and policy framework on Government land acquisition, identify, investigate and inquire into the effectiveness of the dispute resolution mechanisms available to persons involved in land disputes and inquire into any other matter connected with or incidental to the matters.
The commission has been give a six month time frame in which they will use to execute the assignment and submit a report with recommendations in regard to improving the efficiency and effectiveness of the law, policies and processes of land acquisition, administration, management and registration.
Lady justice Bamugemereire currently serves as a judge at the court of appeal and has chaired various judicial commissions of inquiry including the one that investigated the dirty and problems in Kampala capital city authority which led to the oust of the lord mayor Erias Lukwago by the lord councilors which was reversed by the high court judge lady justice Lydia Mugambe
She also headed the recently concluded inquiry into Uganda National roads authority UNRA
Robert Ssebunya is a former member of parliament for kyandodo north now Nansana Municipality, Mary Oduka Achan is a senior advisor, social service delivery cluster at Irish Aid and an eminent woman with the women’s situation room Uganda. Dr. Rose Nakayi she is a law don at makerere university, Hon. Freddie Ruhindi is a former member of parliament for Nakawa division and George Bagonza Tinkamayire former Hoima district chairperson.
