The national union of disabled persons of Uganda (NUDIPU) togather with East Africa centre for disability law and policy (EACDLP) and Uganda media woman’s association (UMWA) condemning the mishandled of James Ssebidde a student of Makerere university with disabilities by security while Makerere students demonstrating.
Ngirabakunzi Edson, the executive director NUDIPU while addressing the media at their offices Ntinda said that, the inhumane manner in which some students with disabilities were treated by security organs.
“James Ssebidde, a student with physical disabilities reportedly that physically tortured by security personnel who found him in this room in Lumumba hall despite the plea of non involvement in the demonstration” Said Edson
Edson added that other students with disabilities also reportedly assaulted still by security in course of demonstration well as James Ssebidde presents with bandages on his arm and leg implying physical torture.
“Article 35 of the Constitution of the republic of Uganda, 1995 as amended and article 15 (1) of the convention on rights of persons with disabilities on the freedom from torture, cruel, inhumane or degrading treatment, such acts are also contrary to section 34 of persons with disabilities under act 2006 are not allowed” Edson Said
However, Edson explain that, the three organization without separate agree and set agent conditions on such illegal actions that violants students and those with disabilities in particular by calling upon Government to investigate this matter and bring bring responsible security officers to book in order to prevent future occurrence of such vices.
“Provide medical and any other related treatment to the affected students particularly those with arising from the stated incident and to ensure respect of the rule of law and protection, promotion of fundamental human rights of persons with disabilities and security should develop inclusive guidelines on how to handle Student’s with disabilities both public and private universities during evacuation in case of emergency” Said Edson
