Kampala: The taxi operators under their umbrella, Uganda Transport Development Agency (UTRADA), Commercial taxi owners and transporter’s development association (COTODA) and the National taxpayers protection organization (NTAPO) to petition the State house Anti Corruption Boss col Edith Nakalema to hold Investigations in transport system over fraud in EPS fine ticketing by police and some commercial banks.
In the joint press conference held today, chair UTRADA Musitafa Mayambala said that it has been quite long time receiving complain from taxi drivers countrywide over double taxation in EPS fine ticketing by police conniving with banks with the aim of stilling taxi drivers money through the re issuing of the already paid up tickets.
“Our Investigations reveals that this fraudulent scheme is very well designed between the police and some commercial banks like Diamond Trust bank, Equity bank and Bank of Africa with intention of defraud the driver’s and vehicle owners. With due respect Mr President Museveni, through Col Nakalema we call you to come and save us because behind this it’s very well clear that, police wants to shade bad image on you” Said Mayambala
He added that, this plan a scheme to defraud the driver’s that when the victims complain with proof that the re issued tickets were paid.
” Police concedes that the tickets were of course paid but the banks forgot to indicate a prefix letter (A) on the serial number of the tickets in dispute ” Mayambala added
Mayambala continues gives examples of some vehicle’s, on 30tg of June 2018 at Gayaza Masaka, a taxi registration no. UBA 598Z which was driven by Monoga Remmy was given a penalty tickets serial no. (A1770876) by tragic officer Nadunga, force no. 34142 W/CPL for the offence of, using a vehicle operators licence in breach of licence issued under code 8 of the EPS regulations.
WHERE IS THE CENTER OF CONTROVERSY?
Mayambala pointed that, on 19 of October 2019, the above quoted passenger taxi UBA 498X then driven by Sensalo Geoffrey was re issued with the same penalty ticket serial no. (A1770876) by another traffic officer at Nateete police station, indicating the ticket was not yet paid. Other scenarial includes, vehicle’s UBA 467Z, UBE 878H, UBC 342D, UBA 745H, UAY 860J, UBB 560H.
In their conclusion, UTRADA, COTODA and NTAPO, Mayambala surely that,
“The on going mass in the EPS ticketing is a systematic plan which has several motives suspect to be forgery/fraud , corruption, political and economic sabotage” Said Mayambala
