Controversial city businessman Moses Kalungi is under probe by the State House Anti-Corruption Unit and also he is also set to be summoned by police’s Criminal Investigation Department (CID) over the ongoing investigations into fraudulent dealings on Dr Muhammad Buwule Kasasa’s multi million estate.
Controversial city businessman Moses Kalungi is under probe by the State House Anti-Corruption Unit and also he is also set to be summoned by police’s Criminal Investigation Department (CID) over the ongoing investigations into fraudulent dealings on Dr Muhammad Buwule Kasasa’s multi million estate.
Kalungi, a former Makindye Division mayor is being investigated with others including some of Dr Kasasa’s children, officials in the Ministry of Lands who connived and fraudulently transferred a land titles which were already caveated.
The land which is under investigation is situated on Block 4, Plot 3001 and 3002 at Kibuga and Block 4, Plots 936 and 938 Namirembe Kibuga which was registered in the names of Dr Kasasa’s seven children but was recently fraudulently transferred in Kalungi’s names and he even proceeded to take possession of the buildings on the said land.
Dr. Nulu Nakabonge Kasasa one of the registered proprietors on the tittles through her lawyers led by senior counsel Rukutana Mwesigwa the former Attorney General filed a complaint at State House Anti-Corruption Unit and at police noting that the land titles were fraudulently transferred.
She also instituted a lawsuit against the businessman and her siblings seeking a court declaration that the land was fraudulently transferred. She also wants Kalungi to be directed to vacate the buildings and compensate her for the loss she incurred since the fraud started.
On Thursday, the parties appeared before Samuel Kagoda Ntede the deputy registrar of the Civil Division of the High Court concerning the application on a temporary injunction and interim injunction and he guided on how the matter is going to proceed.
The registrar directed all the respondents to file their defence by the end of Thursday so that Nakabonge files her rejoinder and submissions by Tuesday 28th April, 2026.
The respondents were also directed to file their submissions in reply by 5th May, 2026 and the Applicants to file submissions in rejoinder by 7th May, 2026.
The registrar set a locus visit to the subject land at Mengo in Kampala city on 19th May, 2026 at 2:30pm before making his decision.
