Eng. Dr. Silver Mugisha has been elected Head of Laity for the Archdiocese of Mbarara, succeeding Gervase Ndyanabo. He will serve alongside Deputy Head Emmanuel Mbarebaki for the new council term.
Mbarara,Uganda – The Archdiocese of Mbarara has ushered in a new era of lay leadership after electing Eng. Dr. Silver Mugisha, Managing Director of the National Water and Sewerage Corporation, as the new Head of Laity.
Dr. Mugisha succeeds Mr. Gervase Ndyanabo, who served for six years. He will serve alongside Emmanuel Mbarebaki, elected as Deputy Head of Laity.
The election took place on Friday 15th May 2026 during a ceremony that brought together clergy, the faithful, and newly elected council members in a spirit of unity and celebration. Dr. Mugisha’s election signals confidence in his professional expertise and commitment to serving the Church.

Church leaders recognized the outgoing council for its dedication and service during its term, noting the foundation laid in advancing the mission of the Diocese through the laity.
Congratulations were extended to the incoming council members as they take up the responsibility of working alongside the Bishop and clergy to strengthen the faith community and promote pastoral and developmental programs.
