President Yoweri Kaguta Museveni has officially released a new Cabinet for the 2026-2031 term, ushering in a mixture of seasoned political figures, technocrats and fresh entrants in what analysts are already describing as a strategic balancing act ahead of Uganda’s next political phase.
The cabinet list, released Tuesday by State House, retains Maj. (Rtd) Jessica Alupo as Vice President and Robinah Nabbanja as Prime Minister and Leader of Government Business in Parliament.
Among the biggest talking points is the omission of long-serving First Deputy Prime Minister Gen. Moses Ali, one of the historical figures of Uganda’s post-bush war political settlement. Sources close to government indicate the veteran statesman has lately been battling illness, forcing him into reduced public engagements.
However, in what insiders interpret as a continuation of the long-standing political understanding between Museveni and West Nile power brokers forged during the bush war era, Gen. Moses Ali’s son, Siraji Musa Ali, has been elevated into cabinet as Minister of State for Works and Transport (Works).
The move is expected to calm political anxieties within sections of West Nile that have historically viewed Moses Ali as a symbol of the region’s inclusion in central government.
Another notable development is the entry of outspoken political mobilizer Justine Nameere, who has been appointed Minister of State for Local Government. Her appointment signals Museveni’s continued preference for political communicators and grassroots mobilizers capable of energizing the ruling National Resistance Movement (NRM) structures.
Educationist and motivational speaker Dr. Lawrence Muganga also makes a dramatic entry into government as Minister of State for Internal Affairs. His appointment has already triggered intense debate due to his strong branding as a reformist academic and private sector-oriented leader.
Several notable figures retained influential positions in the reshuffle. Rebecca Kadaga returns as First Deputy Prime Minister and Minister for East African Community Affairs, while Dr. Crispus Kiyonga becomes Second Deputy Prime Minister and Deputy Leader of Government Business in Parliament.
Museveni also maintained Janet Museveni at the Ministry of Education and Sports, Jim Muhwezi in the security docket under the Office of the President, and Henry Musasizi as Finance Minister.
In another major surprise, Ambassador Adonia Ayebare has been appointed Minister of Foreign Affairs, replacing long-serving Gen. Jeje Odongo.
Meanwhile, Balaam Barugahara secured a full cabinet position as Minister of Local Government, while Sanjay Tanna was named Minister of Trade, Industry and Cooperatives.
The President also pushed several former ministers into advisory and diplomatic roles. Former Government Chief Whip Hamson Obua, Ruth Nankabirwa, Francis Mwebesa and Evelyn Anite were named Senior Presidential Advisors.
Dr. Kenneth Omona was transferred to the diplomatic service as ambassador, with his posting to be communicated later.
Political observers say the newly unveiled cabinet reflects Museveni’s continued strategy of blending historical loyalists, regional balancing, youthful political actors and technocrats as he consolidates his grip on power for yet another term.
