Kampala- The Pan African Pyramid (PAP) Fraternity has warmly congratulated celebrated educationist and transformative academic leader Dr. Lawrence Muganga upon his appointment as Uganda’s Minister of State for Internal Affairs, describing the development as a strategic Pan-African victory for intellectual leadership and progressive governance.
In a congratulatory message released shortly after the presidential appointments were announced, PAP Founding Speaker and Chairman Andrew Irumba hailed Dr. Muganga’s elevation as a “Pan-African strategic move” that reflects the growing recognition of visionary African scholars in governance and statecraft.
“Hearty congratulations are in order for our gallant member Dr. Lawrence Muganga upon his appointment by H.E. the President of the Republic of Uganda. This is not only a personal achievement but also a victory for Pan-African intellectualism, youth-centered leadership, and transformative education,” Irumba stated.
Dr. Muganga, a recipient of the prestigious PAP Global Award Class of 2024, currently serves as the Vice Chancellor of Victoria University Uganda, where he has earned continental admiration for revolutionizing higher education through innovation, technology integration, practical learning, and student empowerment.

He holds advanced qualifications in education leadership, management, and innovation, and has previously lectured and served in various international academic institutions, particularly in Canada.

A Passionate Pan-Africanist
Beyond academia, Dr. Muganga has remained a committed Pan-African advocate whose philosophy strongly aligns with PAP’s mission of African unity, self-determination, intellectual liberation, and continental development.
As an active member of the Pan African Pyramid Fraternity, he has continuously advocated for African-led solutions, youth consciousness, and institutional reforms capable of positioning Africa competitively on the global stage.
His recognition through the PAP Global Awards in 2024 celebrated not only his academic achievements but also his ideological commitment toward building an empowered and self-reliant Africa.
Observers within PAP describe his ministerial appointment as a bridge between intellectual leadership and practical governance-a development many believe could inject fresh thinking into public administration.
