This investigative news website can exclusively report that senior justices at the Court of Appeal which also doubles as the Constitutional Court and at the Supreme Court have used their influence on the Law Development Centre (LDC) Management Committee and Uganda Law Council to block the recruitment of two controversial city magistrates as a teaching staff.LDC is a government-owned institution of higher learning mandated to train lawyers in legal professionals, conduct research, and promote law reforms.It is the only institution in the country authorized to offer the mandatory Postgraduate Diploma in Legal Practice (Bar Course) required for any lawyer to practice law in Uganda.The institution always hires judicial officers who are practicing privately and publicly to teach students who have already graduated with law degrees.Ono Bwino can exclusively report that recently, the institutions invited applications for new lecturers.Among those who applied are two female chief magistrates stationed in Kampala, however, they were shocked to learn that they were not confirmed even though they were very sure because of their connections.Highly placed sources at LDC revealed to Ono Bwino that even though the magistrates used the influence of their husbands who are connected in government, judges put up a spirited fight insisting that the said magistrates are already damaged and give a dark picture of the country’s legal fraternity.“How can a judicial officer decline to release a suspect who applied for a mandatory bail which is automatic? That’s a basic practice. We cannot allow such an officer to teach law, and they have to be isolated by our legal fraternity,” a senior judge told this reporter during the course of investigating this story.The development comes at a time when Justice Paul Walimbwa Gadenya of the Criminal Division of the High Court issued two landmark judgements declaring that the suspects applied for mandatory bail after spending 180 and 60 days on remand before the criminal trial kicked off, should be released with immediate effect.Since 2025, National Unity Platform (NUP) deputy spokesperson Alex Waiswa Mufumbiro and other party foot soldiers have been applying for mandatory bail on charges of participating in illegal drilling but they have been dismissed by the Kanyanya Chief Magistrates Court.Buganda Road Chief Magistrates Court also dismissed mandatory bail applications made by maverick city lawyer Male Mabirizi who is accused of annoying the person of the Chief Justice Dr Flavian Zeija and Court of Appeal judge Musa Ssekaana.A senior judge told this website that judges are not happy with the criteria used by the Judicial Service Commission when recruiting magistrates noting that many of them are in the judiciary because of being girlfriends and boyfriends, children and daughters of the top government officials and security officers., https://onobwino.com/exclusive-how-senior-judges-blocked-two-city-magistrates-from-joining-ldc-as-lecturers-over-incompetence/
