OPEN LETTER TOH.E. YOWERI KAGUTA MUSEVENI TIBUHABURWAPresident of the Republic of Uganda

Your Excellency,I am a concerned Ugandan citizen who has always stood with your vision of a peaceful, just and prosperous nation. You declared this a “Term of No Sleep” a time of relentless service and an all-out war against corruption. Yet, Sir, the very State House Anti-Corruption Unit created to fight corruption has itself become a den of the most brazen corruption. Its officers have crowned themselves “small gods” who answer to no one, frustrate court orders, and actively aid known habitual land grabbers all while hiding behind the authority of State House.
A clear and painful example is the plight of Mr. Obatre Alex Lumumba, Clerk to the Parliament of the East African Legislative Assembly (EALA). This hardworking public servant lawfully purchased and holds undisputed title to his land at Kito, Namugongo, Kira Municipality, Wakiso District — Kyadondo Block 185 Plots 11407 & 11408 and approximately 50 decimals off Block 185 formerly Plot 354.
On 16th October 2025, Hon. Lady Justice Naluze Aisha Batala of the High Court (Land Division) granted a Temporary Injunction in Miscellaneous Appeal No. 059 of 2025 (arising from Misc. Application No. 0282 of 2025 and Civil Suit No. 111 of 2025). The order clearly restrains Kayondo and accomplices Nyemera Beatrice Winnie and all their agents from trespassing, constructing, selling, mortgaging, transferring or in any way interfering with Mr. Obatre’s peaceful possession until the main suit is determined.
The Inspector General of Police (17th March 2026, Ref: PLS 62/211/01 Vol 315), Commandant Land Police Protection Unit (13th May 2026) and RPC KMP East have all verified the order, confirmed no contrary court order exists, and directed its immediate peaceful implementation by Kira Division Police strictly during working hours, with police only there to witness and keep peace.
Kayondo Juma and Nyemera Beatrice Winnie have no documents whatsoever to the land and were charged by the Director of Public Prosecutions with forcible entry and conspiracy to defraud. Yet they continue illegal night-time construction.
Around August 2025, Last year Mr. Obatre made several formal complaints to the State House Anti-Corruption Unit seeking protection of his property. No help was given. Shockingly, the same Unit has now rushed to provide security and facilitate these habitual land grabbers, enabling them to openly defy court orders and police directives.
Your Excellency,If the State House Anti-Corruption Unit is not itself aiding corruption, what exactly is its role in matters already guided by clear court orders?
Where should law-abiding Ugandans report corruption inside the State House Anti-Corruption Unit?These “small gods” are finishing up innocent, hardworking citizens for their personal gain. They have made the work of the Uganda Police the institution mandated to enforce court orders extremely difficult. They are destroying public confidence in the rule of law and the very institutions you have built.
Mr. President, we the people seek urgent answers and urgent intervention from you.
Direct the immediate enforcement of the High Court Temporary Injunction. Order an independent investigation into the conduct of the State House Anti-Corruption Unit.
Restore the supremacy of court orders and protect the property rights of all Ugandans.
The eyes of millions of silent, suffering citizens are on you, Sir. We still believe in your leadership.God bless you, Mr. President. God bless Uganda.A Concerned Ugandan Citizen
