KAMPALA – President Yoweri Museveni has formally appointed Dennis Katungi as the substantive Deputy Executive Director of the Uganda Media Centre (UMC), ending nearly six years of service in an acting capacity following the death of veteran government communicator Col. Shaban Bantariza in 2020.
Museveni approved Katungi’s appointment in a letter dated May 30, 2026, following a recommendation from the Chief of Defence Forces (CDF), Gen. Muhoozi Kainerugaba.
Katungi, who is now Allan Kasujja’s deputy, has been serving as the Uganda Media Centre’s Head of Communications and has simultaneously held the office of Deputy Executive Director in an acting capacity since Bantariza’s passing in 2020. His confirmation is viewed as recognition of his long-standing contribution to government communication and public information management.
Katungi is a seasoned communications specialist and public affairs strategist with extensive experience in Uganda’s government communication architecture. Over the years, he has played a central role in coordinating public messaging, media engagement, and strategic communication initiatives at the Uganda Media Centre.
Before his substantive appointment, Katungi served as Head of Communications at the Uganda Media Centre, where he became one of the institution’s most visible communication figures. His responsibilities involved managing government information dissemination, coordinating media relations, and supporting public awareness campaigns on government policies and programmes.
Following the death of Col. Shaban Bantariza in October 2020, Katungi was entrusted with the responsibilities of Deputy Executive Director in an acting capacity. During the intervening years, he oversaw several communication programmes and worked closely with various government agencies to strengthen public engagement and information flow.
Known for his measured communication style and deep understanding of Uganda’s media landscape, Katungi has steadily risen through the ranks to become one of the government’s key communication managers.
A native of Kazo District, Katungi’s elevation to the substantive position marks a significant milestone in his public service career and provides long-awaited leadership stability at the Media Centre.
His appointment closes a chapter that began with the demise of Col. Shaban Bantariza, whose death left the deputy executive director’s office without a substantive holder for nearly six years. Katungi’s confirmation now formally places him at the helm of the position he has effectively occupied since 2020.
