President Yoweri Museveni announces value addition war that will lead Uganda to prosperity

KYANKWANZI – President Yoweri Kaguta Museveni has asserted that Uganda must break free from the cycle of raw material exports, arguing that value addition is the essential pathway to jobs, wealth creation, and national prosperity.

The President made these remarks on Monday, June 15, 2026, during the opening of an induction retreat at the National Leadership Institute (NALI) in Kyankwanzi, where ministers are undergoing strategic alignment.

President Museveni clarified that key government initiatives like the Parish Development Model (PDM) and Emyooga are designed to boost productivity, which will sharply improve people’s livelihoods.
“Income generation is meaningless if our raw materials continue leaving these shores only to return as expensive finished goods. We must process what we grow and build what we use,” the President emphasized.

President Museveni further issued a firm directive to the newly constituted Cabinet, declaring that true leadership is measured not by the prestige of office, but by the tangible transformation of citizens’ lives.
“Leadership is not just about occupying office, but about understanding its true purpose and responsibility to the people,” the President added.
While addressing the gathered Cabinet members, the Vice President, H.E. Jessica Alupo, called for collective responsibility and warned against inefficiency and delays in implementing presidential directives.
Alupo reaffirmed Cabinet’s commitment to disciplined leadership and zero tolerance for corruption, while highlighting the government’s dedication to the NDP and the 2026–2031 framework for upper middle-income status.
Prime Minister Robinah Nabbanja announced a major shift in tracking government performance, declaring that the era of paper-based oversight is over.
She warned against corruption, complacency, and Cabinet inaction, adding that failure to implement presidential directives will not be tolerated.
She introduced real-time monitoring to ensure value for money and improved service delivery in education, healthcare, infrastructure, and job creation.
“The era of paper-based oversight is over. There’s no room for corruption, complacency, or failure to implement presidential directives. We must deliver tangible results for Uganda, because every shilling spent must translate into better lives for our citizens,” Nabbanja emphasized.
The retreat at Kyankwanzi, organized by the Office of the Prime Minister and the Head of Public Service, aims to orient new ministers on government priorities, governance principles, and service delivery.
