IRCC states that the increase in Canada PR visa fees will only be applicable to certain candidates. The following candidates are exempt from paying the Right of Permanent Residence (RPR) fees:
Sponsored child of the principal applicant under the Family Class Sponsorship. The child must be at least 22 years old and not have a spouse/partner.
Principal applicant under the Humanitarian and Compassionate consideration and public policy cases.
IRCC further classified that “Permit Holders” category candidates are not eligible to include family members as part of their Canada PR applications. Instead, all candidates who are eligible under this category must submit their own Canada PR applications.
