The Canadian Government has recently announced its Immigration Levels Plan 2025-2027. It has set targets for Permanent Residents and Temporary Residents specifically for international students and foreign workers.
Canada aims to invite a total of 2,873,850 immigrants (including both permanent and temporary residents) and continues to support immigration. Canadian immigration continues to be an integral part of their economy. The Levels Plan is released by keeping in mind the labour market needs.
Highlights of Permanent Resident Targets
Each year, Immigration, Refugees, and Citizenship Canada (IRCC) releases its Immigration Levels Plan to revise its targets and boost its economy. According to the plan, Canada will invite:-
- 395,000 new permanent residents in 2025
- 380,000 new permanent residents in 2026
- 365,000 new permanent residents in 2027
The majority of permanent residents immigrate to Canada through immigration programs such as Express Entry and Provincial Nominee Program. In the Levels Plan, economic class immigration continues to represent the largest proportion, followed by family reunification and humanitarian respectively.
- Economic Class constitutes the largest proportion of the overall PRs and plans to reach nearly 62% by 2027.
- 184,300 immigrants, 22% of the overall PR admissions will be targeted under the Family Reunification.
- 68,350 immigrants targeted in Humanitarian immigration in 2025, reaching 58,650 by 2027.
- French-speaking PR admissions outside of Quebec constitute 8.5% of overall PR admissions in 2025, 9.5% in 2026, and 10% in 2027.

Highlights of Temporary Resident Targets
In the 2025-27 Levels Plan, the targets for TRs are set at 673,650 in 2025, 516,600 in 2026, and 543,600 in 2027. Workers who arrive under the International Mobility Program and Temporary Foreign Workers Program were prioritized in this plan.
International students constitute a larger proportion of the temporary residents. It aims to target 305,900 students each year from 2025 to 2027. The table below summarizes the immigration targets of TRs from 2025 to 2027:-
