Arua Breaks Ground With Shs1.2B Road Machine

Arua City, Uganda — In a major breakthrough for infrastructure and service delivery, Arua City has acquired a brand-new motor grader worth UGX 1.2 billion, fully financed through locally generated revenue.

The grader, commissioned today by the Minister for Local Government, Raphael Magyezi, was hailed as a symbol of financial independence and better service delivery.

“This machine belongs to the people. It must be protected, maintained, and used responsibly for the benefit of all,” Magyezi stressed, while revealing that government plans to equip all cities with road machinery.

A Milestone for Arua

According to City Clerk Mr. Kyasanku David, the grader marks a turning point for a city managing over 550 km of roads. Until now, Arua relied on borrowing graders from Obongi and other districts, or hiring at a staggering UGX 1.5 million per day.

“This grader will help us open more roads to schools, hospitals, and markets, improving access and connectivity for the people,” Kyasanku said.

Powered by Local Revenue

In the 2024/2025 financial year, Arua City collected UGX 6.7 billion in local revenue and projects UGX 7.5 billion in 2025/2026. The purchase places Arua alongside other progressive cities like Lira, Mbale, Mbarara, Nansana, Makindye, and Kira, which have also procured heavy road equipment using their own resources.

Community Celebration

The commissioning ceremony, held at the City Headquarters, attracted officials from the Ministry of Local Government (Urban Administration Department), district political and technical staff, private sector representatives, and members of the community.

With its first grader in history, Arua City is now set to roll out more roadworks, improve connectivity, and cut costs — while keeping development firmly in the hands of its people.
