Parliamentary Committee Faults NSSF Over Delays in Temangalo Housing Project

Kampala– Members of Parliament on the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) have faulted the National Social Security Fund (NSSF) over delays in the completion of the Temangalo low-cost housing project.

The legislators raised the concerns during a meeting with NSSF Managing Director, Patrick Ayota, where he was tasked to respond to issues highlighted in the Auditor General’s report on the Fund’s financial statements for the year ended June 30, 2025.

According to the report, the housing project was initially expected to be completed in 2024, but was later extended to 2025. However, lawmakers expressed concern that the Fund has still failed to meet the revised deadline.

Led by committee chairperson Medard Sseggona, the MPs also questioned why NSSF did not revise the project cost estimates despite changes in the scope of work.

The Auditor General’s report further revealed that during negotiations, NSSF agreed with the contractor to remove 50 percent of wardrobes valued at Shs1.5 billion, but the changes were not reflected in the project documentation.

In response, Ayota pledged that the Fund would address all concerns raised in the Auditor General’s report and ensure the issues are resolved.
