Each stream’s OINP scoring methodology is unique. Aside from skill level and job experience, it considers pay, education, official language proficiency, and area of study or employment. In addition, the province may allocate up to ten points at its discretion to respond to labour market demands.
Foreign nationals with an acceptable work offer from a company in Ontario are eligible for the Ontario International Student Stream under the Employer Job Offer category. You do not have to apply from within Canada if you match the qualifying conditions. You must have finished a programme at a Canadian Designated Learning Institution, have an approved employment offer in Ontario and desire to come to the province, among other requirements, to be eligible.
To receive an invitation to apply for this program, you have to register an EOI profile on the Ontario website. Your profile will then go into the EOI pool, and you will get a score based on the files you submit. In addition, Ontario awards points for human capital factors that the province has determined will indicate your ability to integrate into the labour market.

To be considered for the Master’s Graduate or PhD Graduate stream, applicants must first register with Ontario’s e-Filing Portal and then submit an expression of interest for their preferred graduate stream. The province of Ontario then invites qualified people to apply for a provincial nomination, which is a key step toward Canadian permanent residency. A job offer is not required to apply; however, applications must be filed within two years following graduation.
