With the new Canada Immigration Levels Plan 2024-2026, Canada will look to welcome over 1.5 million new immigrants each year – the highest-ever invited in its history. According to the plan, Canada will aim to invite –
- 485,000 new immigrants in 2024
- 500,000 new immigrants in 2025
- 500,000 new immigrants in 2026
Each year, Immigration, Refugees, and Citizenship Canada (IRCC) releases a new Immigration Levels Plan which it uses to guide its operations. The targets in the 2024-2025 plan remain unchanged from the targets mentioned under the previous Canada Immigration Levels Plan 2023-2025.
The new information released by IRCC is for the 2026 target, as well as updates to the number of immigrants that will be admitted under each class and program between 2024 and 2026.

Highlights of Immigration Targets by Class
Between 2024 and 2026, IRCC plans to welcome around 1.5 million new immigrants to Canada.
- 281,135 immigrants, 58% of the annual target, will be targeted under the Economic Class in 2024. By 2026, this will rise to 301,250 immigrants (60%).
- 114,000 immigrants, 24% of the annual target, will be targeted under the Family Class in 2024. By 2026, this will also rise to 118,000 immigrants (24%).
- 89,865 immigrants, 19% of the annual target, will be targeted under the Refugee and Humanitarian Class in 2024. By 2026, this will rise to 80,832 immigrants (16%).
A majority of permanent residents move to Canada through popular economic-class immigration programs such as the Canada Express Entry and Provincial Nominee Programs (PNPs). The following table summarizes Canada’s immigration targets between 2024 and 2026:
