Deputy RDC of Luuka District Suspended

Paul Waiswa Bweni Bwamwiko, the deputy Resident District Commissioner (RDC) of Luuka District, has been suspended by Hajji Yunus Kakande, the secretary in the Office of the President, due to allegations of gross misconduct. The suspension, announced in a letter dated March 3rd, comes in response to a complaint from Abudallah Kisige accusing Bwamwiko of physical assault.

In the letter addressed to Bwamwiko, Kakande emphasized the severity of the allegation, considering it a criminal matter to be handled by the Police. The secretary cited violations of the Uganda Public Service Standing Orders (2021), particularly Section (F-r), paragraph 5(b), (d), and (k), which pertain to maintaining the integrity of the Public Service.

The decision to suspend Bwamwiko was made to safeguard the reputation of the Public Service, as stated by Kakande. The deputy RDC was instructed to hand over all official belongings, including his office, government vehicle, and any other government property, except his employment identity card, in accordance with Section (F-d) of the Uganda Public Service Standing Orders (2021).

Additionally, Bwamwiko was directed to provide a written defense regarding the allegations outlined in Kisige’s complaint within 14 days of receiving the suspension letter. This defense will be crucial in determining whether further disciplinary action will be pursued by the Rewards and Sanctions Committee of the Office of the President.
