Four officials from Manafwa District have been arraigned before the Chief Magistrate’s Court in Manafwa on charges of theft and conspiracy to commit a felony in connection with the alleged misappropriation of funds under the Parish Development Model (PDM).
The suspects were jointly charged by the Inspectorate of Government, through its anti-corruption unit State House Anti-Corruption Unit, working in collaboration with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions.

Kashake Michael
Nelima Harriet
Kisaka Fred
According to the prosecution, the four officials, together with other suspects who are still at large, allegedly conspired in December 2025 to defraud members and beneficiaries of Buwanzala PDM SACCO.
The group is accused of stealing UGX 8 million intended to support local beneficiaries under the government’s Parish Development Model initiative, a flagship program aimed at boosting household incomes and improving livelihoods in rural communities.
The alleged theft has raised concerns about the misuse of public funds intended to empower vulnerable communities through access to affordable financing and income-generating opportunities.
After appearing before the Chief Magistrate’s Court in Manafwa, the accused were remanded to prison until June 10, 2026, when they are expected to return to court for further proceedings.
The case underscores the Ugandan government’s ongoing efforts to crack down on corruption and ensure accountability in the management of funds under the Parish Development Model. Authorities have reaffirmed their commitment to protecting public resources and ensuring that development programs benefit the intended recipients.
