FY 2026/2027: Mukono District Council Endorses Physical Development Plan

Mukono District Council has approved five critical planning documents for the Financial Year 2026/2027, marking a major step toward strengthening service delivery and ensuring sustainable development across the district.

The council session presided over by District Speaker, Rt Hon Betty Hope Nakasi, who also serves as the Woman Councilor representing Mukono Central Division, emphasized the role of leaders in empowering communities through information sharing. She urged councilors to sensitize residents about available educational opportunities, highlighting a partnership between the Forum for African Women Educationalists and the Mastercard Foundation offering 100 bursaries to girls who studied science subjects between 2022 and 2025.

The bursary program will support eligible students to pursue diploma and certificate courses in institutions such as Kigumba Petroleum Institute, Kichwamba Technical Institute, Bukalasa Agricultural College, Mulago School of Medical Laboratory Technology, and Jinja School of Medical Laboratory Technology.

During the session, the District Vice Chairperson and Secretary for Finance, Administration and Planning, Jorem Kabali Kimera, tabled five key documents for approval. These included the District Annual Work Plan, Procurement Plan, Charging Policy, Revenue Enhancement Plan, and Recruitment Plan. After thorough review by relevant committees, all documents were unanimously approved by the council.

Hon. Kimera also presented the proposed district budget for FY 2026/2027, totaling UGX 183.1 billion. He explained that the budget aligns with Uganda’s broader vision of transitioning households from subsistence farming to a money economy. Priority areas include agro-industrialization, tourism development, mineral-based industrialization, oil and gas, and ICT innovation.

The budget further outlines strategies to improve agricultural productivity, address climate change challenges, strengthen tourism and hospitality training, complete ongoing infrastructure projects, and enhance local revenue mobilization.

A key highlight of the council sitting was the endorsement of the Mukono District Physical Development Plan. The motion, presented by Robert Mwesigwa Ssentongo, received full support from council members and will now be submitted to the National Planning Authority for final approval.

Speaker Nakasi noted that for a long time, Mukono District has operated without a comprehensive physical development framework. However, with support from the Greater Kampala Metropolitan Area Urban Development Program, the district has now developed a structured plan to guide orderly growth.

She explained that the plan addresses challenges associated with unregulated urban development, including poor road networks, substandard land subdivisions, and the rise of informal settlements. The framework aims to promote organized expansion, environmental sustainability, and socio-economic transformation.

The session was attended by the Chief Administrative Officer, Henry Ddamba, Deputy CAO Stephen Muhumuza, heads of departments, technical teams, and representatives from lower local governments.

The approval of the FY 2026/2027 planning documents and the endorsement of the Physical Development Plan mark a significant milestone for Mukono District. These decisions reflect a strong commitment by district leaders to promote accountability, structured urban growth, and improved service delivery.

With a clear development framework, strategic budgeting, and strengthened collaboration between political and technical leaders, Mukono District is well-positioned to accelerate socio-economic transformation. Leaders expressed optimism that the approved plans will not only enhance infrastructure and service delivery but also create lasting opportunities for communities across the district.
