High court gives last dates to AG to file response in journalist Mukose Vs BOU Dir. Twinemanzi case 

By Mukembo Wilfred Justice Philip Odoki of High Court Civil Division at Kampala has ordered the attorney to file his response in a matter, were journalist Mukose Arnold Anthony is challenging the appointment of Dr. Tumubweine Twinemanzi as director supervision commercial banks. This order follows failure by the Attorney general to serve the applicant their response to the preliminary objections they raised on the  four grounds whch include: Applicant having no locus to sue the respondents, filing the matter out of time, using classified documents (evident) which are only supposed to be between Attorney general and Bank of Uganda and the matter not being a judicial review issue. The judge has also scheduled 23rd and 30th of June as the dates for response and rejoinder before delivering the ruling  on notice since they have a number of election petition which have timelines.It should be noted that Mukose, through his lawyers of Kwesigabo, Bamwine and Walubiri Advocates, ran to court last

Justice Philip Odoki of High Court Civil Division at Kampala has ordered the attorney to file his response in a matter, were journalist Mukose Arnold Anthony is challenging the appointment of Dr. Tumubweine Twinemanzi as director supervision commercial banks.


This order follows failure by the Attorney general to serve the applicant their response to the preliminary objections they raised on the  four grounds whch include: Applicant having no locus to sue the respondents, filing the matter out of time, using classified documents (evident) which are only supposed to be between Attorney general and Bank of Uganda and the matter not being a judicial review issue.


The judge has also scheduled 23rd and 30th of June as the dates for response and rejoinder before delivering the ruling  on notice since they have a number of election petition which have timelines.
It should be noted that Mukose, through his lawyers of Kwesigabo, Bamwine and Walubiri Advocates, ran to court last year 2020, asking for the termination of the Twinemanzi appointment, declaring his appointment as illegal.


Mukose asserts that Twinemanzi doesn’t have qualifications for the job.  he was hand picked since there was no advert or internal memo for the job.He also accuses the attorney general of acting illegal by okaying the appointment even when the IGG had blocked it and the parliamentary Tripartite Committee’s recommendations  quashing the appointment.

However, the respondents want court to dismiss the matter at an early stage before it looks into the evidence, irregularities and illegalities in the appointment.
