I Will Not be Intimidated by LCV Chairperson-Hoima CAO

The Chief Administrative officer (CAO) Hoima, Charles Kumakech has said he is not bothered by the action taken against him by the Hoima LCV Chairperson who is demanding his immediate transfer from the district. 

On May 20, 2024 Uthman Mugisa Mubarak, wrote to the Permanent Secretary Ministry of local government demanding the immediate transfer of Kumakech over lack of teamwork, engagement in political activities at the district, and lack of respect.     

Mugisa indicated that Kumakech has continuously undermined his leadership as well as his executive committee stating that the CAO has on several occasions implemented issues without the knowledge of the executive committee.     

Mubarak also cited a lack of respect resulting in a worsening relationship between the political and technical teams of the district.      

He explained that for effective service delivery in the district, there needs to be teamwork between the political and technical wings which he says Kumakech seems not to exhibit.

The CAO was also accused of allegedly campaigning and conniving with Mugisa’s rivals. 

But Kumakech says he is not bothered by the action of the Chairperson stating that, all the allegations put against him are baseless and are aimed at tarnishing his image. 

Kumakech says he is a civil servant who is supposed to interact with anyone in the district saying he will not be intimated by the district boss.

According to the CAO, the district boss is being misled by a few individuals on how to run the affairs of the district. 

Uthman Mubarak Kadir Mugisa of the National Resistance Movement-NRM Party was elected the Hoima LC5 Chairperson for the Hoima district on September 14th, 2023 following a by-election.

Mugisa garnered 18,353 votes beating four other candidates who also participated in the race.   

The Hoima LCV seat then became vacant following the tragic passing of Kadir Kirungi, the former LCV chairperson, in a motor accident on March 17, 2023, along the Hoima-Kampala Road in Mataagi village, Bukomero town council, Kiboga district.
