Kamuli District Officials Remanded Over Road Funds

Kampala— Two senior officials of Kamuli District Local Government have been charged with abuse of office and causing financial loss over the alleged embezzlement of road rehabilitation funds.

The accused, Mukiibi Nasser, the Chief Administrative Officer (CAO), and Kifuuse Alex, the Chief Finance Officer (CFO), were on Monday afternoon arraigned before the Anti-Corruption Court. The charges were brought by the State House Anti-Corruption Unit in collaboration with the Criminal Investigations Directorate (CID) of the Uganda Police Force and the Office of the Director of Public Prosecutions (ODPP).

Both officials pleaded not guilty to all charges. Court subsequently remanded them until January 20, 2026.

According to the prosecution, between May and June 2025, the accused, while employed by Kamuli District Local Government as CAO and CFO respectively, together with another suspect still at large, abused the authority of their offices by arbitrarily acting in a manner prejudicial to the interests of their employer.

It is alleged that the officials irregularly processed and approved payments amounting to over UGX 600 million to various suppliers, including Raven Knights Ltd, Total Uganda Limited, and Mufumba Daniel, the District Engineer. The payments were purportedly for fuel, construction materials, diversion and traffic control signs, allowances, and other inputs for rehabilitation works on the Nawanyago–Kisozi Road.

Prosecution contends that although the funds were meant to facilitate works during the Financial Year 2024/2025, the planned activities were never carried out, despite the entire sum having been fully expended. Investigations into the matter are ongoing.
