Milly Babalanda, the Minister for the Presidency, has announced that the late Prof. Edward Khiddu Makubuya, former Attorney General, will be accorded an official burial emphasizing that the Uganda People’s Defence Forces (UPDF) have been directed to oversee the burial ceremonies, which will include a gun salute.
The renowned legal scholar and politician passed away on Monday, August 19. Babalanda revealed that the government has constituted a hybrid National Organizing Committee, which has already finalized the burial program.
“According to the official schedule, the body will leave the funeral home on August 20, and he will be laid to rest on August 23 after a public viewing and church service at Namirembe Cathedral,” Babalanda said.
She also emphasized that the government will provide meals and security at all venues, with all security agencies fully briefed to ensure the safety of mourners and their property.
Born in July 1949 in Luweero District, Prof. Makubuya graduated with a first-class honors degree in law from Makerere University in 1974. He went on to earn a Master of Laws and Doctor of Judicial Science from Yale Law School (USA) in 1976 and 1979, respectively.
Makubuya enrolled as an advocate of the Uganda High Court in 1985 and co-founded the private law firm Kasolo & Khiddu Advocates. In 1995, he was appointed director of the Uganda Human Rights and Peace Center. He also played a pivotal role as a member of the Constitutional Commission that drafted Uganda’s 1995 Constitution.
Entering politics in 1988, Makubuya was elected MP for Katikamu South Constituency in 1996. Over the years, he held several ministerial positions, including State Minister for Luweero Triangle, State Minister for Foreign Affairs, Minister of Education and Sports, Minister of Justice, and Attorney General.
His last role in government was as Minister for General Duties in the Office of the Prime Minister, a position he held until May 2011.
