The Quebec Ministry of Immigration has released information on the Arrima draw, which took place on October 21

On October 21, Quebec invited 23 immigration hopefuls to apply for permanent selection. This is the first round of invites issued under the Quebec Regular Skilled Worker Program (QSWP) in October.

Candidates who were invited to apply for permanent selection by the Ministère de l’Immigration, de la Francisation, et de l’Intégration (MIFI) have to show an interest in the Arrima pool.

The most recent Arrima invitations also targeted candidates with a valid job offer outside of the Montréal Metropolitan Area and those residing in Quebec as a diplomat, consular official, United Nations representative, or representative of any intergovernmental organization operating in the province.

The October 21 draw is Quebec’s 11th draw of the year and the province’s smallest draw thus far in 2021. Most draws in the second half of the year welcomed more than 500 immigration aspirants. The province has now invited a total of 3,223 applicants to apply for permanent selection.

Quebec received 28,770 new permanent residents throughout the first three quarters of the year. The vast majority of these permanent residents i.e., 16,655 candidates, came through economic programs, with 15,335 skilled workers and 1,315 business immigrants.

The Quebec Regular Skilled Worker Program is designed for skilled workers who are more likely to establish themselves economically in Quebec. The program is popular among skilled employees and overseas graduates who want to work in Quebec permanently.

Candidates who are asked to apply for permanent selection have 60 days to submit their applications and pay processing costs. Quebec expects to process complete applications within six months, beginning with the receipt of all essential paperwork. All forms and documents are included in this category.

Successful candidates will be awarded a Certificat de sélection du Québec (CSQ or Quebec Selection Certificate). They can then use this certificate to apply to the Canadian federal government for permanent residency.

Applicants who want to settle in Quebec are evaluated differently from those who wish to settle elsewhere in Canada. Quebec’s immigration policies are separate from Canada’s federal programs and are controlled by the state.
