Ben Kumumanya, the Permanent Secretary of the Ministry of Local Government, chaired a meeting to discuss the implementation of the Local Climate Adaptive Living (LoCAL) Facility-Uganda.
This government-owned mechanism aims to support local governments in addressing climate change.
The LoCAL facility bridges the funding and capacity gap faced by local governments in implementing climate change adaptation initiatives. By empowering local governments, it enables them to effectively identify and respond to local needs.
The LoCAL mechanism utilizes Performance-Based Climate Resilience Grants (PBCRGs) to ensure effective use of climate finance at the local level. This approach promotes the integration of climate change adaptation into local government planning and budgeting systems, ensuring a participatory and gender-sensitive process.
Districts can invest in various climate-specific, climate-smart, and climate-strategic interventions using the PBCRGs. These investments include infrastructure projects, joint monitoring services, and capacity-building initiatives.
The Discretionary Development Equalization Grant (DDEG) is a flexible funding mechanism that supports local governments in meeting specific needs. The grant is subject to regularly reviewed implementation guidelines to ensure alignment with national priorities.
A task force comprising 15-20 members from various ministries and agencies will oversee the implementation of the LoCAL mechanism. This task force will validate its composition, define roles and responsibilities, and establish a reporting framework.
The implementation timeline includes Validating task force composition and letters of appointment by the end of August 2024, organizing the first task force meeting and agreeing on annual field mission plans in September 2024, handover and commissioning of facilities with districts by the end of September 2024, organizing the Local Government Budget Conference in October-November 2024 and selecting and screening adaptation priorities for 2025/26 by the end of 2024
This initiative marks a significant step towards empowering local governments in Uganda to address climate change challenges and build resilience. The meeting took place at the Ministry of Local Government headquarters in Kampala and was attended by representatives of MDAs and UNCDF.
