Mukono Councilor Dies a few Moments After Swearing in


Nakisunga, Mukono– The swearing-in ceremony of newly elected leaders in Nakisunga Sub-county was marked by both celebration and sorrow following the sudden passing of Hon. Kittata Henry Naggwano, the Direct Councilor representing Katente Parish in Nakisunga Sub-county, shortly after taking oath.

What had been organized as a day to celebrate new leadership and renewed commitment to service quickly turned into a moment of mourning, reflection, and unity among district leaders, councilors, religious leaders, and residents.
The swearing-in ceremony for the newly elected Nakisunga Sub-county Chairperson, Hon. Dr. Stephen Mufuwa, and the Sub-county councillors was presided over by the Chief Administrative Officer of Mukono District, Mr. Henry Ddamba, with support from officials from the Electoral Commission in Mukono District and the Nakisunga Sub-county Chief, Ms. Sarah Namakooma.
Following the swearing-in ceremony of the newly elected leaders of Nakisunga Sub-county, the Chairperson LCIII, Hon. Dr. Stephen Mufuwa, was officially handed the instruments of power to facilitate his leadership and administration of the sub-county. These included office keys, the official office stamp, an official motorcycle, the handover report, and the Nakisunga Sub-county Development Plan.
The memorable event was attended by Maama Bishop of Mukono Diocese Catherine Kitto, clergy members, other religious leaders, Buganda Kingdom leaders, LCII and LCI chairpersons, and several local leaders.
The ceremony commenced with prayers led by the retired Bishop of Central Buganda Diocese, The Rt. Rev. Jackson Matovu, who represented the Bishop of Mukono Diocese, Bishop Enos Kitto Kagodo.

While preaching from biblical teachings, Bishop Matovu reminded leaders that authority comes from God and should be exercised with humility, honesty, responsibility, and integrity. He urged leaders to avoid corruption, respect the people they serve, and use their positions to transform communities positively.
The retired bishop also cautioned leaders against taking what does not belong to them and encouraged them to always examine themselves and remain worthy servants of both God and the people.
However, shortly after Bishop Matovu delivered his sermon and as the newly elected leaders prepared to proceed for the council sitting to elect the Speaker and receive the Chairperson’s speech, tragic news emerged that Hon. Kittata Henry Naggwano had passed away.
Mukono District Chief Administrative Officer Mr. Henry Ddamba delivered an emotional speech, expressing deep sorrow over the sudden death of Hon. Kittata.
Mr. Ddamba revealed that due to the late councillor’s deteriorating health condition, discussions had earlier been held about allowing him to take oath from another location or on a different day, but Hon. Kittata insisted on participating in the ceremony despite his illness.
He explained that it became difficult for the late councillor to complete the swearing-in process because of his condition and noted that the day’s programme had to be adjusted following the tragic incident.
The CAO extended condolences to the people of Nakisunga, councillors, family members, and friends who had placed great hope in the late leader’s service. He also proposed postponement of the council sitting and encouraged all leaders to serve faithfully and responsibly during their term of office.
Following his swearing-in, Nakisunga Sub-county Chairperson Hon. Dr. Stephen Mufuwa thanked residents for entrusting him with leadership and turning up in large numbers to witness the ceremony.
Hon. Dr. Mufuwa noted that the people of Nakisunga voted for an individual based on trust and capability rather than political party affiliations.
The chairperson pledged to fight land-related injustices, corruption, and illegal land dealings within the sub-county. He warned individuals involved in fraudulent land transactions and urged those who acquired land illegally to voluntarily surrender it before legal action is taken against them.
Hon. Dr. Mufuwa also raised concern about the misuse of Parish Development Model (PDM) funds, condemning situations where beneficiaries receive only a small portion of the money intended for them by government.
He further warned LCII and LCI leaders against charging residents money for official stamps and government documentation, emphasizing that such services should be offered free of charge.
Mrs. Pamela, who represented Canada while identifying herself as a Ugandan citizen, congratulated the newly elected councillors and expressed sorrow over the passing of Hon. Kittata.
She observed that the gathering had originally been intended as a celebration but had sadly turned into a farewell to a colleague and friend. She wished all leaders a successful term in office and prayed for the deceased’s soul to rest in eternal peace.
Mukono District LCV Chairperson Hon. Francis Lukooya Mukoome addressed the gathering with a message focused on unity, discipline, accountability, and service delivery.
Hon. Lukooya warned leaders against unnecessary political conflicts and urged all elected officials to concentrate on the responsibilities entrusted to them by the people.
The district chairperson introduced district leaders present at the event, including Vice Chairperson Innocent Tumwesigye and district officials responsible for youth, finance, roads, lands, production, and water sectors.
Hon. Lukooya assured residents that the district leadership remains committed to addressing key challenges affecting Nakisunga, including poor roads, electricity shortages, water access, and delivery of government services.
He further pledged that all district development programs would reach Nakisunga and revealed plans to improve road infrastructure and install streetlights within the area.
The district chairperson also warned individuals who insult national leaders, stressing that such actions would not be tolerated within Mukono District. He further condemned land grabbing and illegal land dealings, emphasizing that his administration would not tolerate exploitation of residents through land fraud.
Mukono District NRM Chairperson Hajji Haruna Ssemakula described the late Hon. Kittata as a committed party member whose passing had deeply affected both party supporters and residents of Nakisunga.
He assured residents that together with district leadership, efforts would continue to protect residents from illegal land evictions while extending clean water services to the area.
Hajji Ssemakula also commended Hon. Francis Lukooya Mukoome for the visible transformation taking place within Mukono District and urged residents to remain united and support leaders working for development instead of engaging in unnecessary political conflicts and court battles.
Hon. Maseruka Robert, the Member of Parliament representative for Mukono South and Shadow Minister for Youth and Children Affairs, thanked residents for entrusting leaders with responsibility and urged all elected officials to serve all people equally regardless of political affiliation, religion, tribe, or background.
Several leaders strongly condemned corruption, illegal charges on government services, and exploitation of residents by local leaders. They warned LC1 and LC2 chairpersons against charging money for official stamps and government documentation, emphasizing that such services should remain free for citizens.
Leaders also pledged to fight land fraud, double selling of plots, and misuse of Parish Development Model funds, warning that all individuals involved in mismanagement of government programs would be held accountable.
Concerns in the education and health sectors were also raised during the ceremony. Leaders promised that children would no longer be sent away from government schools because of school requirements and pledged to improve healthcare services through better ambulance deployment, posting of doctors to Seeta-Nazigo Hospital, and upgrading Health Centre II facilities to Health Centre III status.
Plans were also announced to introduce public accountability barazas where residents would openly assess service delivery and report poor performance in public offices.
Despite the grief that overshadowed the occasion, leaders repeatedly emphasized unity, accountability, honesty, and development as key pillars for the future of Nakisunga Sub-county.
The swearing-in ceremony in Nakisunga Sub-county became both a farewell to a fallen leader and a renewed call for responsible leadership, accountability, and dedicated service to the people.
Although the sudden passing of Hon. Kittata Henry Naggwano cast sorrow over the event, leaders encouraged residents to remain hopeful and united as the newly elected leadership begins its term of office.
District leaders pledged continued commitment toward improving roads, healthcare, education, water access, electricity, and overall service delivery in Nakisunga and Mukono District at large, while also fighting corruption, land fraud, and misuse of government programs for the benefit of local communities.
