At the inception of the tragedy, Ugandans and leaders said some one was responsible for the tragedy over negligence. When mourning the victims, president Museveni blamed KCCA for allowing human settlement near the sticking and smelly Kiteezi landfill which was the final destination for all garbage collected in the city.
The leadership at the Kampala Capital City Authority started playing blame games as the world called upon the bosses to step down but they opted to cling in there. The Kiteezi tragedy caused a garbage crisis in Kampala where roads where filled with garbage with top leaders saying they had no where to dump it.
Now a month later, president Museveni has fired three KCCA bosses after the Inspectorate of Government (IGG)’s report pinned the three over negligence and in public interest. Museveni has fired KCCA’s second Executive Director Dorothy Kisaka, her Deputy Eng David Luyimbaazi and the authority’s Health Director Dr Daniel Okello.
The president not only fired the three but also ordered crime investigation department to commence inquiries into the matter and have the three answerable for the tragedy.
“In light of these findings, the President has called upon the Criminal Investigations Department (CID) and other crime management agencies to thoroughly investigate the matter further, focusing on the angle of criminal negligence associated with this distressing event”- the communication reads in part.
Museveni has also ordered the public service commission to advertise the three jobs and fill them with immediate effect to enable easy and smooth transition at the Country’s Capital City authority. He also requested the Ministry of Kampala to advise him on some interim appointments for the said positions to ensure continuity at KCCA.
“To ensure a swift transition in leadership, the President has directed the Public Service Commission to advertise the positions of Executive Director, Deputy Executive Director, and Director of Public Health, with a goal of appointing new officials within three months. Additionally, the Minister for Kampala is tasked with advising the President on interim appointments for these crucial positions to ensure that operations within KCCA continue without disruption until permanent replacements are in place”-the communication further reads.
