President Yoweri Kaguta Museveni has renewed his call to Ugandans to effectively use Local Council (LC) systems to enhance service delivery and hold leaders accountable.
According to the President, by properly engaging with these systems, citizens can ensure greater transparency and efficiency in government programs such as the Parish Development Model (PDM) and Emyooga. “The NRM has empowered Ugandans with the tools to catch thieves, but you are not utilizing the system.
We established LCI, LCII, LCIII, and LC5 to create layers of oversight that would prevent the misappropriation of funds and the theft of drugs from hospitals. Use the LC system to demand accountability on government programs in your area,” President Museveni urged.
He made these remarks on Tuesday during a thanksgiving ceremony for Hon. John Mulimba, the Minister of State for Foreign Affairs in charge of Regional Cooperation, held at Nakhoola Primary School in Busia District.
The President also called on leaders at all levels to support the NRM government in implementing Universal Primary and Secondary Education programs. “The NRM wants all children to go to school without any interference. LC5, LC3, and LC1 chairpersons must implement this program,” he emphasized.
Museveni noted that despite the introduction of Universal Primary Education (UPE) in 1997 and government efforts to construct classrooms, pay teachers, and send capitation grants, some school committees and head teachers continue to charge fees, leading to student dropouts. “This is something I do not support. If the money sent is insufficient, we will increase it,” he stated.
The President also encouraged the residents of Busia District to engage in modern commercial agriculture to ensure both food and financial security. He urged leaders to guide citizens on wealth creation, emphasizing that success comes through hard work. “You must get involved in wealth creation. There’s no miracle for wealth; you must work,” he stressed.
For the youth without land, Museveni advised them to take advantage of initiatives like Emyooga to support their enterprises. “I know the youth might say land belongs to our parents, so my appeal is to the parents: use your land for the prosperity of your family. The youth can use other channels like Emyooga for enterprises that don’t need much land,” he said. He also called on leaders to assist the youth in accessing Emyooga funds and finding spaces to work, urging them to be proactive in supporting those who strive to succeed.
Vice President Jessica Alupo highlighted the importance of good neighborliness, noting the attendance of delegations from neighboring countries, which she said reflects a strong message of Pan-Africanism and unity among African people.
Hon. Mulimba expressed his gratitude to God for the blessings in his life and thanked President Museveni for the trust placed in him following his appointment as a minister. “Mzee, I don’t take my appointment as Minister of State for Foreign Affairs for granted, nor do I take your presence at this thanksgiving for granted. Out of a population of 45 million people in Uganda, only 81 are appointed to the cabinet. I sincerely appreciate the opportunity and confidence you have given me to serve our motherland, Uganda,” Mulimba said. He pledged to serve with dignity and to the best of his ability.
During the ceremony, Mulimba also announced the defection of 1,400 former supporters of the opposition National Unity Platform (NUP) to the NRM.
The event was attended by several cabinet ministers, Members of Parliament, members of the diplomatic corps, and religious and cultural leaders.
