The National Resistance Movement (NRM) party Parliamentary Caucus has resolved to pass all the Rationalisation of Government Agencies and Public Expenditure (RAPEX) Bills in Parliament, allowing a transitional period for two key agencies.
The decision was reached during a caucus meeting convened by the Government Chief Whip, Denis Hamson Obua, on Friday, September 6, 2024, at State House Entebbe.
The meeting featured a keynote address from the NRM Party National Chairman, President Yoweri Museveni, who provided important guidance based on a report from the Parliamentary Committees of Agriculture, National Economy, and Finance.
This report followed a meeting held on September 3, 2024, at State House Entebbe.
The NRM Caucus decided to provide a three-year transitional period for the Uganda Coffee Development Authority (UCDA) and the National Information Technology Authority, Uganda (NITA-U).
“NRM MPs have agreed to pass all the bills on rationalization, providing a three-year transitional period for UCDA and NITA-U. Apart from these two, all other agencies will be fully rationalized,” Obua told journalists.
Obua elaborated on the reasons behind granting the transitional period to UCDA and NITA-U. He explained that the Uganda Coffee Development Authority is currently handling accreditation issues at the international level, a critical task given that coffee is one of Uganda’s most strategic exports.
Meanwhile, NITA-U is managing two key projects funded by international loans, and the caucus determined it prudent to allow these projects to reach their conclusion before implementing rationalization.
This move aligns with the government’s broader objective to streamline public expenditure and improve efficiency across government agencies.
The transitional period granted to UCDA and NITA-U will ensure that these vital agencies can complete their ongoing projects and strategic initiatives without disruption.
