NRM Deploys Nationwide Mobilisation Teams Ahead Of LC, Women Council Elections

The National Resistance Movement (NRM) has launched a nationwide mobilisation and monitoring exercise ahead of the forthcoming Local Council (LC) and Women Council elections, deploying senior party leaders and cadres across the country to coordinate campaign activities and rally support for its flag bearers.
The exercise, unveiled at the NRM Secretariat in Kampala, is aimed at strengthening the party’s grassroots structures and ensuring its candidates are fully prepared for the upcoming polls.
Addressing journalists, NRM Secretary General Rt. Hon. Richard Todwong said the party has been implementing the Electoral Commission’s roadmap and has completed key internal processes ahead of the elections.
Todwong revealed that the NRM elected its LC I flag bearers in May 2026 before holding village barazas on July 10 to fill vacancies created after some candidates withdrew, relocated or died.
He added that between July 11 and 14, NRM parish registrars endorsed nomination papers for the party’s candidates, while the Electoral Commission’s official nomination exercise is running from July 15 to 19.
“I can confirm without fear of contradiction that the NRM has flag bearers in all villages for the LC I chairperson positions and Women Council elections,” Todwong said.
He described the grassroots elections as crucial to the implementation of government programmes, particularly the Parish Development Model (PDM).
“The LC I and LC II elections are elections of the grassroots structures. As a party, we have the government programme of the Parish Development Model. It is very important that we elect leaders who support government and can work smoothly with it to ensure that our people fully participate in PDM programmes,” he said.
Todwong noted that LC II chairpersons automatically serve as chairpersons of the Parish Development Committees, making their election critical to the effective implementation of the Parish Development Model and other government initiatives.
NRM Deputy Secretary General Rt. Hon. Rose Namayanja Nsereko said the Secretary General had constituted nationwide coordination teams made up of officials from the NRM Secretariat and other party cadres to serve as sub-regional coordinators under the supervision of members of the party’s Central Executive Committee (CEC).
She explained that the mobilisation teams will begin by holding sub-regional meetings with district chairpersons, administrative secretaries, registrars and Members of Parliament to harmonise campaign strategies and guide party leaders on the electoral roadmap.
The teams will then move to sub-county meetings with local NRM leaders and flag bearers before concluding with village barazas across the country.
Namayanja announced that on July 22, the NRM will conduct village barazas in every village to campaign for its flag bearers, promote party unity and mobilise supporters ahead of polling day.
NRM National Treasurer Amb. Barbara Oundo Nekesa said the party’s Central Executive Committee had approved financial support to facilitate its candidates during the grassroots campaigns.
She added that the mobilisation teams will remain in the field until the conclusion of both the Local Council and Women Council elections.
The party’s Director for Mobilisation, Dr Rosemary Sseninde, said the mobilisation programme has been structured around meetings at the sub-regional, sub-county and village levels to ensure consistent coordination and message delivery throughout the country.
She noted that the approach will enable the party to engage leaders, candidates and supporters at every stage of the electoral process while strengthening grassroots structures.
The nationwide deployment of mobilisation teams marks the NRM’s final phase of preparations as the ruling party intensifies efforts to secure victory in the upcoming Local Council and Women Council elections.
The meeting at the NRM Secretariat was also attended by members of the party’s Senior Management Team, the NRM Women’s League and other senior officials.
