There was early Christmas celebrations and excitement among the Wananchi and civil servants in Obongi district as the embattled CAO, Mr. Leru Andrew, has been removed and replaced by a new CAO, Otim.
The outgoing CAO of Obongi, Andrew Leru, who has been replaced by Mr. Otim Benson Humphrey, the CAO of Terego district, has caused a lot of excitement and real happiness among the Wananchi of Obongi district.
Mr. Otim Benson Humphrey reported for duty in Obongi district headquarters on Thursday. The district Chairman of Obongi, Hajji Abibu Buga Khamis, welcomed the new CAO on Thursday and promised him full cooperation in developing the district as required.
This was during a DEC meeting for technical staff, heads of departments, DISO Denis Elyebu, and the RDC of Obongi, Samuel Mpimbasa Hashaka, chaired by the district Chairman Hajji Abibu Buga at the chairman’s boardroom on Thursday.

The outgoing CAO, Leru, who was in his office, never attended the meeting. During a farewell party for the former deputy CAO, Lokoroi Charles, at the district resource center, Mr. Andrew Leru said he would not leave Obongi district as CAO, but the arrival of the incoming CAO, Otim Humphrey, surprised all the people of Obongi district.
Speaking at the meeting at the chairman’s boardroom on Thursday, the new Obongi CAO, Otim Benson Humphrey, said he has accepted his appointment as the new CAO of Obongi district and promised to work together with the civil servants. Otim said he was going to help Obongi to develop so that Obongi is known for good things but not being on the list of shame.
Wananchi and leaders in Obongi district, led by the district Chairman, celebrated the removal of the CAO Obongi, Mr. Andrew Leru, singing and jubilating that at least they will have good service delivery in the district.
Mr. Leru has been accused of allegedly being behind many corruption scandals and ghost projects in the district. Last financial year, Leru Andrew was one of the accounting officers who was dropped, but people were surprised to see him bounce back as the CAO of Obongi district.
It is not known where CAO Leru Andrew has been transferred to by press time since he repeatedly did not pick up our phone calls.
