The government building housing the office of the president and other government offices together with the residence office of the RDC Masindi which all belong to the government of Uganda have been allocated to an individual by Uganda land commission.
The properties include plot 26 Masindi port road in Masindi district, this particular building houses the office of the president (RDC).
Other government offices include: the district internal security office (DISO), metrological department, probation office, Agricultural office, District veterinary office and Environment and forest office, Regional prisons commander’s office, Legal Aid under LDC and Veterans pension office.
This was revealed by Earnest Kiiza Apuuli senior citizen of Uganda and a former minister of state Bunyoro affairs as well as former member of parliament for Masindi Municipality during press conference held at country inn hotel within Masindi town on Monday 27th October 2025.
“I have learnt with shock that government properties have been allocated to private individuals in total disregard to the government policy of protecting government land and property,” Kiiza wondered.
On the document which accessed by www.mknewslink.com, the allocation was done by the Uganda land commission during their meetings of 13th, 19th, and 20th June 2025 Ref UCL /81 /4224, UCL /81/ 4225 dated 29th September 2025 letter to the town clerk Masindi.
Kiiza says they were allocated to MR Mustafa Serufambi and MR Molisto Abaine noting that its criminal and needs to be investigated by the president adding that the government policy is to protect government’s land and property.
He says the implication of this action is that government offices are going to be evicted hence no service delivery to the people of Masindi district.
Another shocking story as stated by Kiiza is the residence of the representative of the president (RDC) plot no 10 Kabalega crescent Masindi district which has been also sold to a private individual in the names of Muhamed Mbabazi.
This allocation was also done during the commission meetings of 13th, 19th and 20th June 2025 Ref UCL/81/4222 dated 29th September 2025 letter to the town clerk Masindi. He says the implication is that RDC will be evicted hence government will start paying rent.
Kiiza thus appealed to the leaders and the patriotic people of Masindi to join him in the struggle to rescue these government properties because they are serving the people of Masindi.
Cosmas Byaruhanga district chairman Masindi in his comment says, all properties of central government are managed by Uganda land commission and district land issues managed by district land board.
He says that in regard to the office of RDC and the residence of RDC, those properties belong to central government and when their titles expire, they now become properties of Uganda land commission.
Byaruhanga adds that regarding the office of RDC, district got scanty information early this month from rumours and district leadership decided to bring this matter before the district executive which is chaired by him and sat on 2nd October 2025 and came up with a resolution that they should move very fast as district and apply for those properties so that in future they can use them for development of the district.
Byaruhanga further States that for instance, the office of RDC there is a program of building new offices saying it can be every big challenge in the future when they want to build new office of RDC and have no land and space adding that as district they have started the process of making sure the district is considered so that those properties are allocated to the district local government Masindi.
“I was surprised to learn this morning Monday 27,th October 2025 that there are other people who had applied for those properties and there were communication’s between centre and Masindi Municipality, as district we were not aware, now that we have got this information I want to assure the people of Masindi local government that we shall not lose these properties we are going to move very fast to block the process. Those are land grabbers which we hear public talk about on daily basis”. Byaruhanga stated.
Darius Nandida RDC Masindi when contacted over the matter says there is no illegality when someone applies for land which belongs to Uganda land commission which has expired.
He however says the illegality is when the seating tenant citing Masindi district local government is not given the first priority when it comes to leasing it out after expiry period.
Nandida further stated that his office was not served with the letter with the minute from Masindi Municipality physical planning committee and yet they wrote to Uganda service commission which he received the copy later.
He however says, he advised CAO Masindi to write to Uganda land commission about the illegality where the seating tenant which is Masindi district local government was not given first priority.
This is not the first time where Masindi district local government has lost government properties, in the recent past, many other chunks of land and properties have also been grabbed in the similar way they incude; Tsetse control department land in Nyanghya cell amounting to 48 acres this land also houses the district water engineer office, Masindi golf course, ministry of works and transport buildings has been graded down and land taken over by an individual, Masindi public school was due to be sold by some leaders in 2002 among others.
