Motorists have been urged to expect significant traffic diversions and restricted access around Kololo Ceremonial Grounds ahead of President Yoweri Kaguta Museveni’s swearing-in ceremony scheduled for Tuesday next week.
In a statement issued by Police spokesperson Kituuma Rusoke, the Uganda Police Force said elaborate traffic and security measures have been put in place to ensure smooth movement and maintain order during the national event.
Motorists have been advised to plan their journeys in advance, comply with all instructions from traffic officers, and avoid unauthorized parking. Police warned that any vehicles parked outside designated areas will be towed to the nearest police station at the owner’s expense.
“Members of the public are encouraged to remain calm, law-abiding and cooperative as the country marks this important national occasion,” the statement said.
Access To Kololo
Invited guests will access the venue through John Babiha Road, commonly known as Acacia Avenue, via Elgon Terrace at the Heroes Corner Gate, as indicated on their invitation cards and accreditation passes.
Police said specific routes for VIPs, VVIPs and other accredited guests will be communicated through official invitation channels.
Several roads leading to Kololo will be restricted to the general public and will only be accessible to vehicles displaying valid accreditation stickers. These include:

Ssezibwa Road
John Babiha Road
Golf Course traffic lights

Designated Routes For Delegates
Guests arriving from Entebbe International Airport will use the Entebbe Expressway, connect to the Northern Bypass, and proceed through Yusuf Lule Road to Kololo.
Those travelling from the Munyonyo Spur will also connect to the Northern Bypass and Yusuf Lule Road before proceeding to the venue.
Key Diversions Around Kololo
Police announced several access restrictions around Kololo:

At Wampewo Roundabout, motorists will not be allowed to join Wampewo Avenue and will instead be diverted to Jinja Road.
At the Golf Course and Fairway Hotel traffic lights, only VVIP vehicles with red stickers will be permitted onto Acacia Avenue.
At Katikati Junction, the general public will be redirected to Lugogo traffic lights.
Vehicles approaching from Old Kira Road and Mawanda Road will be diverted at City Oil towards Mulago traffic lights.

Parking Arrangements
Access to all parking areas will be strictly limited to accredited persons.
General public parking has been designated at:

City High School
Phaneroo Grounds
Uganda Management Institute
Millennium Grounds

Members of Parliament will park at Parliament of Uganda, while members of the ruling National Resistance Movement will use the party’s Kyadondo offices.
Expressway To Remain Open
Police said both the Entebbe Expressway and Northern Bypass will remain open to the public, although temporary diversions may be introduced at key junctions including Mpala, Kisubi, Kajjansi, Busabala and Munyonyo Roundabout.
The Uganda Police Force appealed to all road users to cooperate with officers deployed along major routes, junctions and roundabouts to ensure smooth traffic flow and security throughout the ceremony.
