Quebec Immigration Levels Plan for 2025 Released

Jean-François Roberge has announced the Quebec Immigration for 2025. The Quebec Immigration Levels Plan is released by its department each year to show the number of new immigrants Quebec plans to admit. According to the plan, Quebec plans to admit 48,500 to 51,500 immigrants in 2025.

Economic Immigration Category

This year the Quebec government has focused on the economic immigrants. The Economic category comprises the majority of the overall target for total admissions to Quebec in 2025. It constitutes 72% of the total target. The target for skilled workers ranges from 31,000 to 32,900 whereas for business people it ranges from 400 to 500.

Suspension of Two Popular PR Pathways

Quebec authorities would be suspending two popular pathways, namely the Regular Skilled Worker Program and the Quebec graduate” stream of the Quebec Experience Program.

  • Quebec graduate” stream of the Quebec Experience Program

The Government of Quebec will no longer receive new applications under this program. It will continue to be in effect until 30 June 2025 at the latest. All the candidates who have already applied through this stream do not have to worry. Their applications will continue to be reviewed. The Temporary foreign worker stream under the same program has no effect due to the suspension.

  • Regular Skilled Worker Program

The Quebec authorities will not be issuing any applications for permanent selection under the Regular Skilled Worker Program or the Skilled Worker Selection Program, which will replace it as of November 29, 2024. Those candidates who have been invited before October 31, 2024, to submit their applications under this program have a timeframe of 60 days.

Impact on Applications of Job Offer Validation

The temporary suspension will not impact the applications for job offer validations. It will not impact the duration of validated job offers, which is 18 months. After June 30, 2025, anyone who has a validated job offer is an advantage only.
