Ssemujju Nganda Declares Aceng Gen M7’s Most Admirable Minister – mulengeranews.com

During a BBS TV interview, Ssemujju Nganda elaborated why Ugandans shouldn’t expect much good from President YK Museveni’s ‘new cabinet.’
The PFF Secretary General asserted that Gen Museveni’s determination to be inclusive of women and having them empowered via cabinet level positions is remarkable but faulted him for always going for low-grade while deliberately avoiding sophisticated ones.
 
Quoting what he said was recently confessed by Deputy Prime Minister Rukia Nakaddama and state Minister Anyakun Esther Davinia, Ssemujju Nganda observed that Museveni’s cabinet has always been synonymous with unsubstantiated witch craft claims among his own ministers, especially female ones. He said there is simply too much rumor-mongering and gossiping among Museveni’s cabinet members to the extent that not much ought to be expected from many of them.
 
He quoted Nakaddama and Anyakun as recently claiming to have been victims of witch craft among fellow Museveni cabinet-level politicians yet the same was never substantiated. He made reference to Premier Robert Nabbanja’s lack of sophistication and frail age of some of the low-energy people the President retained in his Cabinet to illustrate his point as to why Ugandans shouldn’t expect much.
 
He also said that the fact that four Ministerial nominees found themselves in problems because of citizenship-related breaches is indicative of a President who didn’t put much thought in the Cabinet selection process.
 
Nganda said that there is no way the appointing authority would have failed to understand ex-officio Kasule Lumumba’s ineligibility to be made Government Chief Whip if there had indeed been any vetting process prior to the release of the Cabinet list.
He added that the inclusion people like Calvin Echodu, Lawrence Muganga and Adonia Ayebare, whose Ugandan citizenship ended up being disputed, is evidence of a President who acted casually without applying much thought into who makes it to his Cabinet list.
 
Nganda concluded that the whole thing was nothing but kwara-kwara (low-grade) with exception of a few enlightened and deserving appointees like Dr. Jane Ruth Aceng, the new GCW, who he described as an oasis in the desert.
 
He noted that Aceng was a decent intellectual ‘who is likeable and admirable by all people of good conscience’ and that unfortunately such appointees were increasingly becoming very few in contemporary Uganda’s cabinet lineups. He described the newly reelected Lira City Woman as a paragon with attributes, which are rare in today’s Uganda. He described her as cordial, polished, honest, knowledgeable, sophisticated and respectable enough for the task at hand.
 
He said that Aceng’s great credentials were only rivalled by the likes of new Finance Minister Henry Musasizi and wondered why Museveni always goes for the petty type, instead of filling his cabinet with such capable women in whom not many Ugandans would find any fault.
 
He made it clear that if Museveni meant well and wanted a team of executive members who can deliver the desired transformation, his new Cabinet would be full of people of the Jane Ruth Aceng pedigree. He observed that Aceng is a person of such great credentials to the extent that she can serve and excel in whatever role she gets deployed into.
 
He made it clear there is no doubt that Aceng understands the job at hand and will excel as GCW exactly the way she did at the Ministry of Health for the 10 years she was at helm there or would have done at the Ministry of Information & ICTs where the President had originally deployed her before switching her with former NRM Secretary General Justin Kasule Lumumba.
