Nakaseke, November 12, 2025 — The State Minister for Luwero Triangle and Rwenzori Affairs, Hon. Alice Kaboyo, has commissioned two houses built for liberation veterans in Nakaseke District.
The houses, funded by the Ministry and constructed by NEC Construction Works and Engineering Ltd, a subsidiary of the National Enterprise Corporation (NEC), are part of government efforts to honour and support those who participated in Uganda’s 1981–1986 liberation struggle.
The beneficiaries are families of the late Capt. Nakabale Ssempa of Kyerere, Kapeeka, and Capt. Yoram Kisuze of Namusaale, Nakaseke District.

Hon. Kaboyo expressed gratitude to President Yoweri Kaguta Museveni for prioritizing the welfare of veterans and providing resources to improve their livelihoods. She also thanked the people of Nakaseke for their continued support of government initiatives, urging them to embrace poverty-alleviation programmes such as the Parish Development Model (PDM) and Emyoga.
“I thank NEC for the quality of their work, timely delivery, and competitive pricing. This is a commendable example of value for money and patriotism in action,” Hon. Kaboyo said.
Representing the NEC Managing Director, Lt Gen James Mugira, the General Manager of NEC Construction Works, Eng. Brian Buhanda, thanked the President for his visionary leadership and the Minister for entrusting NEC with the project.
Eng. Buhanda reaffirmed NEC’s commitment to supporting the Ministry’s initiatives and encouraged beneficiaries to take good care of their new homes. He noted that building houses for the veterans was a fitting tribute to the freedom fighters whose struggle led to the establishment of NEC itself.
