The Uganda Muslim Supreme Council (UMSC) National Management Committee has concluded a three-day meeting to review and deliberate on draft annual work plans submitted by various departments ahead of the year 2026.
The meeting was initially chaired by His Eminence Dr. Sheikh Shaban Ramadhan Mubaje, the Mufti of Uganda, before proceedings were later presided over by Dr. Sheikh Hafiz Muhammad Harunah Bukenya, the Second Deputy Mufti.
Deliberations opened with a comprehensive presentation from the Department of Education, delivered by its head, Sheikh Juma Bakhit Cucu, who outlined the department’s strategic priorities and challenges. He later tabled a detailed 16-page draft work plan addressing multiple focus areas within the Muslim education sector.
Key areas highlighted included the management and supervision of primary and secondary schools at national, regional, and district levels; infrastructure development to improve the learning environment; enhancement of water, sanitation, and hygiene (WASH) facilities; rehabilitation of existing structures; and close supervision of ongoing construction projects.
The work plan also emphasized education fund mobilisation, strengthening Islamic moral values among learners, routine school inspections, teacher training and capacity building, recruitment and employment of teachers, and robust monitoring and evaluation mechanisms.
Additional priorities outlined included sports and games, the annual head teachers’ conference, administration of Islamic examinations, registration of new Muslim-founded schools, awarding of scholarships, interdepartmental meetings and official travel, repairs and maintenance of ICT equipment and vehicles, and enhanced cooperation with government and non-governmental organisations.
The committee agreed to defer detailed deliberations on the education work plan to the first week of January 2026, to allow members more time for review and input.
UMSC leadership said the annual planning process is aimed at strengthening institutional performance and improving service delivery across the Muslim community as the council prepares for the 2026 calendar year.
