Who is Justice Musota, the Re- appointed Inspector of Courts

Kampala– On Monday, the Judiciary announced the reappointment of Hon. Mr. Justice Stephen Musota as Chief Inspector of Courts for another three years term.

According to the statement dated 9th March 2026, the Hon. Chief Justice, Justice Dr. Flavian Zeija, re-appointed Hon. Mr.Justice Stephen Musota (JSC) as the Chief Inspector of Courts effective 25 January 2026.

“The re-appointment is made pursuant to Article 133(1)(b) of the Constitution of the Republic of Uganda, Section 8(2), (3) and (4) of the Administration of the Judiciary Act, 2020, and Paragraph 8 of the Administration of the Judiciary (Inspectorate of Courts) Regulations, 2023.” Reads part of the statement

That his continued service reflects confidence in his leadership and stewardship of the Inspectorate of Courts during his previous tenure.

As Chief Inspector of Courts, Justice Musota is responsible for overseeing the functions of the Inspectorate of Courts in accordance with the Administration of the Judiciary Act, 2020 and the Administration of the Judiciary (Inspectorate of Courts) Regulations, SI 92 of 2023.

” The Inspectorate of Courts plays a pivotal role in promoting judicial accountability, integrity, discipline, and performance standards across all court levels. Through the Inspectorate, the Judiciary continues to advance reforms aimed at transparency, responsiveness, and efficiency within the justice system.” The statement further reads

Background

Justice Stephen Musota was born in 1959. He graduated with a Bachelors of law at Makerere University in 1982. The following year he received a Diploma in Legal Practice, from the Law Development Centre (LDC).

Musota was first appointed as a Magistrate Grade One in 1984, he later rose to the level of Senior Principal Magistrate Grade One in 1992.

He was promoted to the rank of Chief Magistrate, then as Deputy Registrar and later to a full Registrar of the High Court of Uganda.

In 2004, Justice Musota was appointed as a judge of the High Court of Uganda where he served as the head of the civil division for some time.

On 8th February 2018, he was elevated Court of Appeal where he served until November 2022, when he was appointed by the President to the Supreme Court bench together with other two Justices Christopher Madrama and Elizabeth Musoke.

His first term as inspectorate of Courts, commenced on 27 January, 2023 after being appointed by the Chief Justice (then) Alfonse Chigamoy Owiny Dollo to replace Justice Ruby Opio Aweri who had passed on while holding the same position.
