KAMPALA – Four senior officers of the Uganda People’s Defence Forces (UPDF) have been charged before the General Court Martial sitting in Makindye over allegations of misusing operational fuel for personal gain.
The accused officers are James Barigye Ruheesi, David Ocitti Kidega, Innocent Kikongo Mugumya, and Kenneth Labwon Kinyera. They appeared before the military court and denied all charges brought against them.
Prosecution alleges that the officers diverted approximately 27,000 litres of diesel intended for official military operations and instead used it for personal benefit. The alleged offences are said to have occurred between July 2022 and December 2023 in the areas of Kampala and Jinja.
According to the charge sheet, the fuel in question was part of logistical supplies meant to support UPDF operations. Prosecutors contend that the accused officers abused their positions of authority to siphon off the fuel, undermining military discipline and accountability.
The court session was presided over by Richard Tukachungurwa, who chairs the General Court Martial. Following the plea, the court adjourned the matter to May 29, 2026, for mention as investigations and pre-trial processes continue.
The case adds to a series of ongoing efforts within the UPDF to enforce discipline and address allegations of corruption within its ranks. Military prosecutors are expected to present further evidence when the case resumes later next month.
