UMSC Joint Session Sets Agenda for General Assembly


The UMSC Joint Session has resolved to fill vacant positions on the Executive Committee and Majlis Al-Ulaam, approve transfers of Regional Assistants to the Mufti (RAMs) and District Kadhis, and set key agenda items for consideration by the upcoming UMSC General Assembly.

The resolutions were reached during a meeting of the Joint Session — an organ that combines the UMSC Executive Committee and members of the Majlis Al-Ulaam Committee of Eminent Sheikhs — held on Sunday, May 3, 2026, at the UMSC Headquarters in Old Kampala.
Among the key resolutions passed was the replacement of members in vacant positions. Hon. Hussein Lukyamuzi ceased to be a member of the UMSC Executive Committee following his prolonged absence from meetings since 2022.
The session appointed Sheikh Isa Twahir Walugumba to replace the late Sheikh Hussein Walugumba, while Sheikh Saad Habib Kaweesi was appointed to replace the late Sheikh Twaha Tamale on the Majlis Al-Ulaam as representatives of Busoga and Kampala, respectively.
The Joint Session also approved transfers of Regional Assistants to the Mufti from one Muslim region to another, as well as transfers of District Kadhis from one district to another within the same Muslim region, in a move aimed at strengthening service delivery and administration of Muslim activities.
Additionally, the meeting resolved that the Mufti be mandated to appoint any qualified Sheikh to the position of Kadhi in districts lacking personnel with the prerequisite qualifications, in line with the provisions of the UMSC Constitution.
The resolutions are pending ratification during the next sitting of the UMSC General Assembly, the top legislative organ of the Council composed of Muslim representatives from all ten regions of the country, scheduled for early next month.
The well-attended meeting was chaired by Hon. Haj Muzamir Abon, the Deputy National Chairperson, who represented the National Chairperson, Prof. Dr. Muhammad Lubega Kisambira, reportedly attending to his brother following a major surgical operation and ongoing intensive medical care.
Present at the meeting were His Eminence Dr. Sheikh Shaban Ramadhan Mubaje, the Mufti of Uganda,His Eminence Sheikh Muhammad Ali Waiswa, the Deputy Muft, His Eminence, Dr. Sheikh Hafiz Muhammad Harunah Bukenya, the Second Deputy Mufti,Hon. Hadji Abbas Muluubya Ssekyanzi, the Secretary General; and his two deputies, among other officials.
