Buheesi Secondary School has formally invited Pan African Pyramid (PAP) founding Speaker and Chairman, Andrew Irumba Katusabe to a high-level stakeholders’ meeting following mounting allegations of illegal school charges and the alleged denial of education to vulnerable learners.
The invitation, dated May 11, 2026, and signed by Head Teacher Anelyn Turyahabwa, calls on Irumba, described in the letter as a “concerned citizen” to attend a meeting scheduled for Tuesday, May 19, 2026, at 9:00 a.m. at the school.
According to the letter, the meeting will address “issues raised in the media recently,” a clear reference to the controversy surrounding claims that students from poor families were being forced out of school over unauthorized financial demands.
The agenda indicates that the meeting will be chaired by the Resident District Commissioner and will include remarks from the Chief Administrative Officer (CAO), the Chairperson of the Board of Governors, and the Head Teacher. Irumba has also been allocated time to present his petition before stakeholders deliberate on the way forward.
The meeting follows a petition submitted by Irumba, who is also an old student of the school, accusing the school administration of introducing compulsory charges that allegedly violate Uganda’s Universal Secondary Education (USE) policy.
Irumba alleged that several students, including Mwesige Emmanuel, Muhumuza Ivan and Musinguzi Albert, had been denied access to classes, report cards and examinations because their families could not meet the new financial requirements.
The development comes after Balaam Barugahara Ateenyi wrote to First Lady and Education Minister Janet Kataha Museveni seeking urgent intervention.
In his May 7, 2026 letter, Balaam described the allegations as deeply concerning and warned that vulnerable children were at risk of being denied their constitutional right to education.
The minister said that although Buheesi SSS receives government funding and capitation grants, the school management was allegedly causing unnecessary dropouts through financial mismanagement, exploitation of student enrollment figures and violations of children’s rights.
“Government was paying Shs20,000 per student, and that has now been increased to Shs50,000 per child. Nobody should be charging anything in a government school,” Balaam said during an earlier meeting with Irumba in Kampala.
Copies of Balaam’s letter were sent to the Ministry of Education’s top leadership, the Permanent Secretary, and the State House Anti-Corruption Unit headed by Brig. Gen. Henry Isoke.
The minister also directed the Bunyangabu RDC to investigate the matter and ensure accountability.
The upcoming stakeholders’ meeting is expected to provide both the school administration and the petitioner an opportunity to present their positions before district leaders and education stakeholders.
Its outcome could shape further action by the Ministry of Education and anti-corruption agencies as scrutiny intensifies over the management of government-aided schools and continued reports of illegal charges despite the USE programme.
For many parents and students in Bunyangabu, the meeting represents a crucial opportunity to determine whether children from poor families will be guaranteed access to education without financial barriers.
