Parliament’s Appointments Committee has temporarily halted the vetting of Dr. Lawrence Muganga, the nominee for State Minister for Internal Affairs, following concerns surrounding his citizenship status.
Sources familiar with the proceedings indicate that committee members raised questions about whether Dr. Muganga holds dual Ugandan and Canadian citizenship.
The committee is understood to have requested clarification on the matter before proceeding with consideration of his nomination.
The controversy centers on provisions within Uganda’s citizenship laws that restrict holders of dual citizenship from occupying certain public offices, including ministerial positions.
As a result, petitions were reportedly submitted to Parliament challenging Dr. Muganga’s eligibility and urging legislators to establish whether he meets the legal requirements for appointment.However, the issue has sparked debate among legal analysts and constitutional experts.
Some argue that the restrictions contained in the Citizenship and Immigration Control Act may conflict with the Constitution, which outlines the qualifications for ministerial appointments.
According to this view, the Constitution requires ministers to be Ugandan citizens, and any additional restrictions imposed through ordinary legislation could be subject to legal challenge.The matter has attracted significant public attention as Parliament scrutinizes President Yoweri Museveni’s latest Cabinet appointments.
Questions regarding citizenship status have also surfaced in relation to other nominees, making the issue a prominent topic during the vetting process.
Dr. Muganga, a respected academic and education administrator, has not publicly commented in detail on the allegations. Parliament is expected to revisit his nomination once the citizenship concerns are addressed and relevant documentation is presented.
As of now, the Appointments Committee has not issued a final determination on his suitability for the ministerial role, leaving the nomination pending further clarification.
