Brigadier General James Kaija, previously the UPDF Defence Attaché to the United Kingdom, has been appointed as the new Chief Staff Officer (CSO) of Operation Wealth Creation (OWC), headquartered in Kamwokya, Kampala.
During the handover ceremony, Major General Sam Kavuma, the Deputy Chief Coordinator of OWC, emphasized the importance of transfers for organizational efficiency. He assured both the Incoming and Outgoing CSOs that transfers are routine military procedures aimed at optimizing performance rather than maligning individuals.
Maj Gen Kavuma expressed gratitude to the outgoing CSO, Brig Gen Akiiki Rugadya, for his contributions to OWC’s success and congratulated Brig Gen Kaija on his new appointment, wishing him success in his new role.
Operation Wealth Creation, a presidential initiative, functions as a Military Operation Other Than War, tasked with coordinating various government ministries, agencies, and departments (MDAs) to facilitate socio-economic transformation in Uganda.

Brig Gen Kaija assumes the position previously held by Brig Gen Akiiki Rugadya, who served as the Chief Staff Officer of OWC for the past seven years.
During the handover ceremony at OWC headquarters, Brig Gen Rugadya reflected on his tenure, acknowledging the valuable experience gained and his commitment to meeting the expectations of the appointing authority.
In his acceptance speech, Brig Gen Kaija expressed enthusiasm for his new role, which involves both administrative and operational responsibilities within OWC.
Given OWC’s pivotal role in overseeing government programs and policies, Brig Gen Kaija recognized the challenges posed by limited funding and resources. However, he expressed confidence in the UPDF’s capacity to deliver quality results despite these challenges.
He pledged to contribute effectively to the institution’s mission and enhance its operational efficiency.
The handover ceremony was attended by OWC Directors and Heads of departments, signifying the importance of this transition in the leadership of OWC.
