Chinese language key to economic transformation, says envoy


MBALE, Uganda — Fan Xucheng, the acting ambassador for the People’s Republic of China, highlighted the Chinese language as a primary driver of economic change during the 2026 Chinese Innovation Day celebrations.
Fan described language as the greatest carrier of civilization, noting that Chinese proficiency provides a unique window into both professional skills and cultural understanding. He said the strong cooperation between the governments of China and Uganda has established the language as a vital communication tool.
Mbale Resident City Commissioner George Wopuwa thanked the Chinese Embassy and its partners for providing Ugandans with new opportunities through language education.
For two years, the Uganda National Examinations Board has offered Chinese as a subject for O-level exams, Wopuwa said, adding that students have consistently earned high marks. He expressed hope that the curriculum will soon expand to A-level students and urged stakeholders to bring language training to more schools in Mbale rather than focusing solely on Kampala.
Wang Writing, general manager of Sino-Mbale Industrial Park, described the language as more than a communication tool, calling it a lamp that allows people to see further into the future. He noted that the event marked a new step in the integration of the Chinese language within the Ugandan workforce.
Joyce Kidulu, the mayor-elect for Mbale, called on the embassy and the industrial park to provide basic language training for all new employees. She said that institutions such as Islamic University in Uganda could train workers to become experts, which would increase their chances for promotion.

This occasion reflects the strong and growing relationship between Uganda and China, Kidulu said. It is a partnership built on mutual respect, trade and shared development.
The event featured fashion, dance and music performances by students from the Makerere University Confucius Institute. The celebration drew members of the Chinese community from Kampala and Mbale, as well as employees from the Sino-Mbale Industrial Park.
