Flogged Councillor Recounts Flogging Ordeal on Alleged Orders of Ex-ISO Boss Taban Amin

Fred Kangume, a councillor representing Kimogora Parish in Mutunda sub-county council, has shared a harrowing account of his alleged flogging on the orders of former Internal Security Organisation (ISO) deputy director Gen. Taban Amin, also known as Igwee. Kangume, who spoke exclusively in an interview on March 7, 2024, recounted being forcefully taken from his home by individuals purportedly acting on Amin’s instructions and dragged to Igwee’s residence. As a result of the assault, Kangume is currently hospitalized, nursing injuries sustained during the ordeal.

According to Kangume, the security guards accompanying Igwee subjected him to brutal flogging while demanding land documents and questioning him about allegations of speaking ill of Amin’s alleged land grabbing activities. The incident has left Kangume traumatized and seeking justice for the violence inflicted upon him.

Meanwhile, Steven Byakatonda, Kangume’s caretaker, has raised concerns about the accumulating hospital bills, highlighting the financial strain on Kangume and his family. Byakatonda has appealed for government intervention and assistance from well-wishers to alleviate the burden of medical expenses incurred by Kangume’s hospitalization.

In response to the allegations, Taban Amin has vehemently denied any involvement in the assault on Kangume, refuting claims that he commands security guards apart from his driver. Amin maintained his innocence, asserting that he is a peaceful individual who enjoys the support of the community. He clarified that at the time of the incident, he was on a government mission in the Democratic Republic of Congo (DRC), further distancing himself from any association with the assault.

Additionally, Amin accused Kangume of defaming him by spreading falsehoods about land grabbing, asserting that the disputed land rightfully belongs to his late father, former President of Uganda, Idi Amin. Amin categorically denied fleeing to the DRC following the alleged assault, emphasizing that his trip to the country was part of an official government assignment and not an attempt to evade accountability.

In response to the incident, Albertine Police regional spokesperson Julius Allan Hakiza confirmed the arrest of six suspects believed to be connected to Kangume’s assault. Of the six individuals apprehended, four are male and are currently held at Masindi Central Police Station (CPS), while two female suspects are detained at Kiryandongo CPS pending further investigation into the matter.
