Full List: Museveni Axes 28 Ministers In New Cabinet Including Jeje Odongo, Matia Kasaija

President Yoweri Museveni has dropped several senior ministers in a sweeping Cabinet reshuffle that is expected to significantly reshape Uganda’s political and administrative landscape ahead of the next electoral cycle.
The changes, announced late Tuesday, affected both long-serving political figures and younger ministers who had risen rapidly through the ranks of government. Among the most notable exits are veteran ministers Gen. Jeje Odongo, Henry Okello Oryem, Gen. David Muhoozi, and Finance Minister Matia Kasaija.
The shake-up also saw the removal of Energy Minister Ruth Nankabirwa, State Minister Evelyn Anite, Sports Minister Hamson Obua, and First Deputy Prime Minister Moses Ali, one of the most senior figures in government.
Other ministers dropped include Kenneth Omona, Muruli Mukasa, Moriku Kaducu, Kania Obiga, Christine Adoa, Hellen Asamo, Florence Nambozo, Peter Lokeris, Betty Amongi, and Raphael Magyezi.
The list further includes Bwino Kyakulaga, Godfrey Kabyanga, John Mulimba, Peace Mutuuzo, Francis Mwebesa,Sam Cheptoris, Victoria Rusoke and Martin Mugarra.
Political analysts say the reshuffle reflects President Museveni’s continued strategy of consolidating loyalty within government while attempting to inject fresh energy into public administration amid growing criticism over service delivery, corruption, unemployment, and the rising cost of living.
The removal of Matia Kasaija, in particular, is likely to generate significant public debate. Kasaija has overseen Uganda’s economy during a period marked by inflationary pressures, increased public debt, and concerns over youth unemployment. Social media reactions quickly erupted following the announcement, with some users sarcastically referencing the state of the economy after his exit.
Observers also note that the dropping of several ministers from the western region and long-serving historical figures may signal a broader generational transition within the ruling National Resistance Movement (NRM).
While some of the dropped ministers have served for decades and played critical roles in security, diplomacy, and infrastructure development, others had recently come under criticism from Parliament and the public over performance concerns.
